Milh\u00f5es de pessoas dependem dos ecossistemas da Bacia do Rio da Prata, direta ou indiretamente. Elas t\u00eam o direito de conhecer e decidir sobre os planos e projetos que afetam o ecossistema do qual dependem suas vidas e meios de subsist\u00eancia.<\/p>\n
No entanto, na maioria das vezes, os governos regionais e locais n\u00e3o informam as comunidades locais sobre projetos e planos de grande escala, ou o fazem apenas nas fases finais do processo, quando o plano j\u00e1 est\u00e1 finalizado. As pol\u00edticas e os planos tendem a atender aos interesses das elites econ\u00f4micas e pol\u00edticas que t\u00eam f\u00e1cil acesso aos formuladores de pol\u00edticas. As ideias e necessidades daqueles que mais dependem do meio ambiente para seu sustento n\u00e3o s\u00e3o ouvidas.<\/p>\n

In C\u00e1ceres, Brazil, the annual celebration of the Dia do Rio Paraguai has become a major festival, attended by thousands of people, including local government officials. In Argentina, Proyecto Pantano<\/a>, which focuses on the La Plata delta, has become a region-wide educational programme. They are the natural habitat of countless species. They are a source of food and water for drinking, washing and irrigation. They are a means of travel for thousands of riverine communities and play a central role in local culture, beliefs and practices.<\/p> Millions of people depend on the ecosystems of the La Plata Basin, either directly or indirectly. They have the right to know and decide about plans and projects that affect the ecosystem on which their lives and livelihoods depend. Yet more often than not, regional and local governments fail to inform local communities about large-scale projects and plans, or do so only at the final stages of the process, when the plan is already fully designed. Policies and plans tend to cater to the interests of economic and political elites who have easy access to policymakers.
